Biography: Dr. Xiangjie Kong is currently a Full Professor in the College of Computer Science & Technology, Zhejiang University of Technology (ZJUT), China. Previously, he was an Associate Professor in School of Software, Dalian University of Technology (DUT), China, where he was the Head of the Department of Cyber Engineering. He is the Founding Director of City Science of Social Computing Lab (The CSSC Lab) (http://cssclab.cn/). He is/was on the Editorial Boards of 6 International journals. He has served as the General Co-Chair, Workshop Chair, Publicity Chair or Program Committee Member of over 30 conferences. Dr. Kong has authored/co-authored over 140 scientific papers in international journals and conferences including IEEE TKDE, ACM TKDD, IEEE TNSE, IEEE TII, IEEE TITS, IEEE NETW, IEEE COMMUN MAG, IEEE TVT, IEEE IOJ, IEEE TSMC, IEEE TETC, IEEE TASE, IEEE TCSS, WWWJ, etc.. 5 of his papers is selected as ESI- Hot Paper (Top 1‰), and 16 papers are ESI-Highly Cited Papers (Top 1%). Professor, Shaomin Wu, Kent Business School, United Kingdom (IEEE Senior Member)
Biography: Dr Shaomin Wu is Professor of Business/Applied Statistics at Kent Business School, University of Kent, UK. His research interests include Machine Learning, Reliability Mathematics, and Applied Stochastic Processes.
Shaomin has secured research funding from prestigious UK funding bodies. He serves as an Associate Editor for the IMA Journal of Management Mathematics and has been a member of the editorial boards of several journals. He has co-chaired four international conferences on reliability and served on scientific committees for over 30 international conferences. He is also a regular keynote speaker at many international conferences.
In addition, Shaomin has edited six journal special issues and published over 100 papers in SCI-indexed academic journals. He has served as an external examiner for more than 20 PhD theses across seven countries: Australia, France, Hong Kong, Norway, Oman, Singapore, and UK.

Professor, Mohd Herwan Sulaiman , Universiti Malaysia Pahang Al-Sultan Abdullah (UMPSA), Malaysia (IEEE Senior Member)
Biography: Mohd Herwan Sulaiman is a Professor at Faculty of Electrical & Electronics Engineering Technology, Universiti Malaysia Pahang. He obtained his B. Eng. (Hons) in Electrical-Electronics, M. Eng (Electrical-Power) and PhD (Electrical Engineering) from Universiti Teknologi Malaysia (UTM) in 2002, 2007 and 2012 respectively. His research interests are power system optimization and swarm intelligence applications to power system studies. He is one of the main inventors of new nature inspired optimization algorithm namely Barnacles Mating Optimizer (BMO) and Evolutionary Mating Algorithm (EMA). He has published more than 245 papers in journals and conference proceedings. He is also a Senior Member of IEEE. He has been selected and ranked among the world's "Top 2% Scientist" for 2022, 2023, 2024 and 2025. He currently serves as the Deputy Dean of Research and Postgraduate Studies.

Professor, Samir Ladaci, National Polytechnic School of Algiers, Algeria
Biography: Samir Ladaci received the State Engineer degree in Automatics from the Ecole Nationale Polytechnique of Algiers in 1995 and the Magister degree in Industrial Automation from Annaba University, Algeria in 1999. He received his Ph.D. and HDR degree (Habilitation à diriger les Recherches) from the department of Electronics, Mentouri University of Constantine, Algeria in 2007 and 2009 respectively.
From 2001 to 2013, he was an assistant professor and then associate professor (Maitre de conférence 'A') in the Department of Electrical Engineering at Skikda University, Algeria. And from December 2013 to October 2021 ha was with the National Polytechnic School of Constantine, Algeria as a Full Professor in Automatics and Control Engineering since January 2015. Beginning from 1rst November 2021 he joins the Ecole Nationale Polytechnique at Algiers, Algeria where he is the Head of the research group'. Automation, Optimized Systems and Fractional Order Control' at the Laboratory of Advanced Multidisciplinary Industrial & Systems Engineering.
He authored more than 270 papers in indexed journals and international conference proceedings and coauthored a Book and many book chapters; he also supervised more than 16 (ended) PhD theses. Biography: Zhenghua Chen received the B.Eng. from the University of Electronic Science and Technology of China (UESTC), China, and the Ph.D. degree from Nanyang Technological University (NTU), Singapore. He was a Senior Scientist, PI and Lab Head at the Institute for Infocomm Research (I²R), Agency for Science, Technology and Research (A*STAR), Singapore. Currently, he is an Associate Professor at the James Watt School of Engineering, University of Glasgow, UK. His research focuses on efficient deep learning, sensor data analytics, and industrial AI. He has authored over 150 peer-reviewed publications, including papers in IEEE TPAMI, TII, TKDE, TNNLS, TIM, and flagship AI conferences such as NeurIPS, ICML, AAAI, IJCAI, and KDD. His work has been cited over 17,000 times on Google Scholar, with an H-index of 58. He is currently serving as Associate Editor-in-Chief for Elsevier Neurocomputing, and as Associate Editor for IEEE Transactions on Pattern Analysis and Machine Intelligence, IEEE Transactions on Industrial Informatics, IEEE Transactions on Instrumentation and Measurement, IEEE Transactions on Industrial Cyber-Physical Systems, etc. Besides, has also served as TPC Chair for IEEE ICIEA 2026, TPC chair for PHMAP 2025, Special Session Chair for IECON 2023, Area Chair for ICLR 2025 and 2026, KDD 2026, etc. Dr. Chen has received multiple prestigious awards, including the IEEE TII Outstanding Associate Editor Award (2024), IEEE TIM Outstanding Associate Editor Award (2024 and 2025), IEEE/CAA JAS Norbert Wiener Review Paper Award (2022), Best Paper Awards at IEEE ICIEA 2022 and IEEE SmartCity 2022, First Place Winner at the CVPR 2021 UG2+ Challenge, and A*STAR Career Development Award (2020).
